HB 137  GAS-OPERATED SEMIAUTO FIREARMS EXCLUSION ACT   (bans the manufacture, sale, and transfer of gas-operated firearms with detachable magazines; magazines that are capable of holding more than 10 rounds; bans handguns with fixed magazines that can hold more than 15 rounds of ammunition and long guns with fixed magazines that can hold more than 10 rounds of ammunition; bans parts or combinations of parts from which such firearms can be assembled; and attempts to supersede federal law by banning certain NFA items outright.   Current owners of any of these firearms will have to register them with the New Mexico Department of Public Safety prior to January 1, 2025, to maintain possession, or transfer them out of state or to a federal firearm licensed dealer, or face criminal charges.  The future transfer of these guns would be limited to immediate family, or to an FFL or someone out of state.)

  • HB 9 -UNLAWFUL ACCESS TO FIREARM BY MINOR - Negligently making firearm accessible to a minor could result in misdemeanor or felony.

ELECTIONS
  • SB 180 -ELECTION CHANGES -  Automatic voter registration. Compels counties to use internet connected poll books. Provides for internet petitions for candidates.  Ballot counting would stop at 11:00pm
  • HB 4 VOTING RIGHTS PROTECTIONS.  Would expand use of drop boxes and automatically send ballots to voters on a PERMANENT absentee voter list.

SOCIAL ISSUES
  • HB 7 -REPRODUCTIVE & GENDER-AFFIRMING HEALTH CARE  - "A public body or agent of a public body shall not, directly or indirectly, deny, restrict or interfere with a person's ability to access or provide reproductive health care or gender-affirming health care within the medical standard of care. "  Civil penalties for violations.
  • SB 13 - REPRODUCTIVE HEALTH PROVIDER PROTECTIONS  -  Protects providers, recipients etc. engaging in "reproductive and gender affirming healthcare"
  • HB 134- MENSTRUAL PRODUCTS IN SCHOOL BATHROOMS -  Includes men's bathrooms.
  • HB 31 - NO PUBLICATION REQUIRED FOR NAME CHANGES - Allows children over the age of 14 to change their legal name without parental consent. For children under 14, legal parents will be notified UNLESS the court determines such notice "will jeopardize the applicant's personal safety..".

TAXES
  • HB 547-  TAX CHANGES -Includes changes to capital gains, electric vehicle tax credits, additional rebates, increasing the liquor excise tax, extending the sunset provision of tax exemption for military retirement. Raises taxes by $100 million/year

  • HJR 5- EXTEND VETERAN PROPERTY TAX EXEMPTION
  • HJR 6- INCREASE VETERAN PROPERTY TAX EXEMPTION- Increases  exemption to $10,000.
GOVERNMENT
  • SB 442 - INCREASE ELECTED OFFICIAL SALARIES - Increases salary for the Governor, Secretary of State, State Auditor, State Treasurer, Attorney General and Commissioner of Public Lands by $59,714. The median household income in NM (2021) - $54,020.   Effective 90 days after session ends.(Except for Governor- Jan 2027)
  • SB 136 PRC COMMISSIONER SALARIES - Establishes pay at $190,000.

  • HB 224 -FIREARMS IN CERTAIN AREAS & CIRCUMSTANCES. Makes it a FELONY of unlawfully carrying a firearm within a high population area while under the influence of an intoxicant or narcotic; discharging a firearm within 150 yards of an occupied building without the permission of the owner with no exception for self defense, training or indoor shooting ranges.
  • HB 238  DISCHARGING FIREARM IN DENSE POPULATION AREAS - Makes it a FELONY to discharge a firearm in a densely populated area (not defined) with no exception for self defense, training or  indoor shooting ranges.
  • SB 44 - PROHIBIT FIREARMS AT POLLING PLACES - Prohibits carrying firearm within 100 feet of a polling place even if the polling location is in a shopping center.  Does not consider impact of enforcing a 100 foot gun free zone to patrons and owners of adjacent businesses. Also includes voting drop boxes.
  • SB 114 -CONCEALED CARRY IN RESTAURANTS & BARS -   would have updated concealed carry law to reflect changes in liquor laws passed in 2021 
  • SB 116 -21 YEARS OLD TO PURCHASE OR POSSESS FIREARMS. 
  • SB 171- PROHIBIT AUTOMATIC FIREARM SALES.
  • SB 427 - FIREARM SALES WAITING PERIOD - Requires completion of background check and 14 day waiting period before a firearm can be sold. 
  • SB 428 - FIREARMS IN UNFAIR PRACTICES ACT - Treats any violation of state or federal law in relation to firearms as an unfair, deceptive, or unconscionable practice subject to civil penalties.

  • HJR 14- LEGISLATIVE SESSION CHANGES-  PROPOSING AN AMENDMENT TO ARTICLE 4, SECTION 5 OF THE CONSTITUTION OF NEW MEXICO TO PROVIDE THAT EACH REGULAR SESSION OF THE LEGISLATURE SHALL NOT EXCEED FORTY-FIVE DAYS AND TO REMOVE THE RESTRICTIONS ON BILLS THAT MAY BE CONSIDERED IN EVEN-NUMBERED YEARS.
